ISLAMABAD, Jun 04 (APP):Chairperson of the Benazir Income Support Programme (BISP), Senator Rubina Khalid, and Ambassador of the Federal Republic of Germany to Pakistan, Ina Lepel, on Thursday inaugurated seven new Mobile Registration Vans (MRVs) at BISP Headquarters, aimed at expanding access to social protection services for vulnerable communities in remote and underserved areas across the country.
The seven MRVs have been provided by the Government of Germany through the Federal Ministry for Economic Cooperation and Development (BMZ), with implementation support from GIZ in partnership with BISP. The addition of these vehicles increases BISP’s fleet of Mobile Registration Vans from 25 to 32, further strengthening its outreach and registration capacity in hard-to-reach regions.

According to BISP, more than 22 million households have updated their information through the programme’s 647 Dynamic Registry Centres and 25 Mobile Registration Vans over the past two years.
The National Socio-Economic Registry (NSER) currently contains data on 38.7 million households, while 215 federal and provincial programmes have benefited from BISP’s data-sharing mechanism.
Welcoming the German delegation, including representatives of BMZ, GIZ and KfW, Senator Rubina Khalid expressed gratitude to the Government of Germany for its continued support in the areas of social protection and development.
She described the Mobile Registration Vans as a significant contribution to BISP’s efforts to ensure that no eligible household is deprived of assistance due to geographical constraints.
The chairperson stressed the importance of integrating social protection initiatives for improved outcomes, enhancing beneficiary awareness through social media platforms, and promoting digital financial literacy.
She also underscored the need for additional Mobile Registration Vans in Azad Jammu and Kashmir and Gilgit-Baltistan to improve access to registration services in geographically challenging areas.

Earlier, Senator Rubina Khalid and Ambassador Ina Lepel toured one of the newly added Mobile Registration Vans and reviewed the services being offered to beneficiaries. During the visit, the chairperson briefed the ambassador on BISP’s collaboration with the National Database and Registration Authority (NADRA) for CNIC registration, issuance of Form-B, and facial recognition facilities for beneficiaries facing biometric verification challenges.
She also informed the ambassador about BISP’s recently launched Digital Wallet payment mechanism, designed to ensure transparent, convenient and dignified delivery of financial assistance to women beneficiaries.
Speaking on the occasion, Ambassador Ina Lepel commended BISP’s efforts to reach vulnerable populations through Mobile Registration Vans. She said the initiative helps ensure that people living in remote areas are not excluded from social protection services and has also proven effective during emergencies and floods by bringing registration facilities directly to affected communities.
The ambassador praised BISP’s innovative approaches and acknowledged the positive impact of the Mobile Registration Vans in improving beneficiary inclusion and service delivery.
Additional Secretary BISP Dr. Asmat Nawaz, Director Generals of BISP, and representatives of the German Government, BMZ, GIZ and KfW also attended the ceremony.
