ISLAMABAD, Feb 12 (APP):Parliamentary Secretary for Energy (Petroleum Division) Mian Khan Bugti informed the National Assembly on Thursday that the Directorate General of Petroleum Concessions (DGPC) has initiated regulatory proceedings against three exploration and production companies over alleged violations of petroleum rules.
Responding to a question during the Question Hour, he said the DGPC issued a show cause notice on July 18, 2025 to M/s Jura Energy Corporation, M/s Frontier Holdings Limited and M/s Spud Energy Pty Limited under relevant provisions of the Pakistan Petroleum (Exploration and Production) Rules, 1986 and 2001.
He said the action was taken under Rule 68(d) and Rule 71(c) of the 1986 Rules, read with Rule 69(d) and Rule 52(f) of the 2001 Rules. The rules require completion of the show cause process as a mandatory precondition before any revocation or suspension of licences.
Bugti said the companies have been directed to submit detailed explanations along with documentary evidence, as the law requires that licence holders be given an opportunity to respond to alleged breaches and, where applicable, to remedy the violations or offer reasonable compensation.
He added that revocation of licences is an available remedy under the rules and would be considered after completion of all codal formalities, including evaluation of replies and supporting documents submitted by the companies.
The parliamentary secretary said that the matter had remained sub judice before the Islamabad High Court for about six months. On February 6, 2026, the court disposed of the case and directed the authorities to proceed in accordance with the show cause notice and law after affording a reasonable hearing to the parties.
