ISLAMABAD, Jan 26 (APP):A Standing Committee of the National Assembly on Housing and Works on Monday, held at Parliament House, was chaired by Maulana Abdul Ghafoor Haideri, MNA, focused on federal housing and development matters, including the proposed condominium legislation.
The committee deferred consideration of The Islamabad Capital Territory Condominium (Ownership and Management) Bill, 2026, after key officials from the Ministry of Housing and Works failed to attend the meeting, prompting the Committee to issue a letter of displeasure and recommend raising the matter on the floor of the House.
The Committee took serious notice of the repeated absence of the Federal Secretary, Ministry of Housing and Works, describing it as a matter undermining parliamentary oversight. In view of the continued non-attendance, members resolved to formally convey their displeasure and stressed that regular and timely attendance of senior officials was essential for effective legislative scrutiny.
While expressing support in principle for the proposed ICT Condominium Bill, 2026, members said they were not opposed to the legislation and broadly welcomed its objectives aimed at regulating ownership and management of condominium properties in the federal capital.
However, they unanimously agreed that detailed clause-by-clause consideration could not proceed in the absence of both the Federal Minister and the Federal Secretary concerned. The Committee therefore deferred the Bill to its next meeting scheduled for February 9, 2026, when both officials are expected to be present.
The Committee also censured the Federal Government Employees Housing Authority (FGEHA) for submitting outdated and insufficient data, which it said hindered informed deliberation on federal housing schemes. FGEHA was directed to furnish revised and up-to-date information at the next meeting. In addition, the Ministry of Housing and Works is instructed to submit a comprehensive list of its properties in Karachi, reflecting the Committee’s broader push for transparency and accountability in the management of public assets.
Earlier, the Committee confirmed the minutes of its previous meeting held on December 29, 2025.
The meeting was attended by Mr. Anjum Aqeel Khan, Mr. Ibrar Ahmad, Haji Rasool Bux Chandio, Dr. Darshan, Ms. Samina Khalid Ghurki (via Zoom), and Syed Sami Ul Hasan Gilani (via Zoom). Senior officers, including the Additional Secretary, Ministry of Housing and Works, and officials from attached departments, were also present.
