NDMA launches set of key inclusive DRM initiative

ISLAMABAD, Nov 26 (APP):The National Disaster Management Authority (NDMA) launched inclusive Disaster Risk Management (DRM) initiatives at NDMA Headquarters here Wednesday, reaffirming Pakistan’s commitment to accessible, equitable and people-centered disaster management.
The event brought together federal govt officials, development partners, humanitarian organizations and civil society representatives.

Developed by NDMA’s Gender and Community Cell (GCC) through consultations with national stakeholders and partners, the initiatives addresses the needs of population groups most affected by disasters, including women, children, older persons, persons with disabilities, transgender persons and economically challenged communities. These initiatives align with Pakistan’s national policies and global frameworks, including the Sendai Framework and SDGs.
Chairman NDMA Lt Gen Inam Haider Malik highlighted the Authority’s focus on ensuring inclusive access to disaster information, services and decision-making. Participants were briefed on the strategic significance of the three new initiatives.
The first initiative, Inclusive Early Warnings, developed with ADDTF and Deaf Tawk, introduces multi-format alert systems such as sign language, audio, visual and easy-to-read formats to improve preparedness and timely response for persons with disabilities and older persons.

The second initiative, the Community Engagement and Accountability Framework, supported by UNICEF, provides a structured mechanism for information-sharing, feedback and participation of affected communities throughout the DRM cycle.
The third initiative, the Revised National Policy Guidelines for Vulnerable Groups in Disasters, developed with UN Women and ADB, strengthens national guidance for inclusive planning, data, services and protection for marginalized groups.
Representatives from federal ministries, NDMA, OPDs, women’s groups, child-focused organizations and civil society discussed pathways for operationalization and scale-up of the initiatives.
The event concluded with a symbolic tree plantation ceremony led by NDMA, MoCC&EC, NCSW and UNFPA, symbolizing Pakistan’s commitment to climate-resilient and inclusive DRM.
NDMA reaffirmed that these initiatives mark a major step toward a more inclusive, accountable and resilient national disaster management system, built on accessibility, participation and protection for those most at risk.
