Different sections of M-6 Motorway project to be completed by 2029: Gul Asghar

ISLAMABAD, Nov 7 (APP):Parliamentary Secretary for Communications Gul Asghar Khan on Friday informed the National Assembly that the Hyderabad–Sukkur Motorway (M-6) project is progressing through multiple financing and partnership arrangements, with different sections expected to be completed between 2028 and 2029.
Responding to questions during the Question Hour, he said, “It is anticipated that various sections of the project will be completed by 2028–2029.”
He said the project was discussed in the Joint Working Group (JWG) meeting on Communications held on September 3, 2024, and later reviewed in the Joint Cooperation Committee (JCC) meeting in Beijing on September 26, 2025.
The parliamentary secretary said Pakistan had invited Chinese enterprises to take part in the bidding process for the M-6 and two additional sections planned under the Public Private Partnership (PPP) mode.
He informed the House that the National Highway Authority (NHA) had initially signed a PPP agreement for the M-6 in December 2022, with completion originally targeted for December 2025, including six months for financial closure.
However, due to the concessionaire’s failure to achieve financial close amid challenging economic conditions, the NHA terminated the agreement in December 2023.
He said the Islamic Development Bank (IsDB) has now undertaken financing for two sections of the project — Section 4 (Naushehro Feroz–Ranipur) and Section 5 (Ranipur–Sukkur). The IsDB Board approved funding on September 29, 2025, followed by the publication of a General Procurement Notice on October 3, 2025.
The parliamentary secretary added that advanced discussions were underway with the OPEC Fund and the Saudi Fund for Development (SFD) for joint financing of Section 3 (Naushehro Feroz–Ranipur), with board approvals expected early next year.
He said Section 1 (Hyderabad–Tando Adam) and Section 2 (Tando Adam–Nawabshah) would be executed under the PPP mode, in line with the decision of the Executive Committee of the National Economic Council (ECNEC). Transaction advisory services are being hired to facilitate the process.
Reaffirming the government’s commitment, Gul Asghar Khan said the M-6 Motorway — a vital part of the China-Pakistan Economic Corridor (CPEC) — would significantly improve connectivity and promote economic growth across Sindh and other regions of the country.
