Stray dog population continues to rise in Islamabad despite CDA control efforts

ISLAMABAD, Oct 14 (APP):The population of stray dogs across Islamabad continues to rise, sparking growing concern among residents despite ongoing operations by the Capital Development Authority (CDA) and Municipal Corporation Islamabad (MCI) to control the issue.
Talking to APP  here on Tuesday, the paedsterian citizens from several sectors, including G-6, G 8 , G-10, I-8, and F-11, have reported an alarming increase in the number of stray dogs in streets, parks, and garbage collection sites. The situation has raised safety concerns, especially after a surge in dog-bite incidents reported in recent weeks.
Experts point out that the lack of systematic waste disposal, open garbage dumps, and unplanned feeding of stray dogs by residents contribute significantly to the population increase.
Human Rights activist  Fareeda Malik also said that although  the officials admit that the rise is linked to uncontrolled breeding, poor waste management, and limited sterilization coverage. The city’s lone Stray Dog Population Control Centre in Tarlai, established in 2022, currently houses around 500 animals and is struggling to accommodate more due to resource limitations.
Although the CDA has been conducting Trap-Neuter-Vaccinate-Release (TNVR) operations and has captured over 550 stray dogs in recent months, the results remain insufficient to curb the overall growth of the stray dog population.
Animal welfare groups have urged the CDA to expand its program, introduce more sterilization units, and collaborate with NGOs for a city-wide humane solution. They also warned against resorting to inhumane culling, emphasizing that long-term management requires consistent vaccination and public education.
The Islamabad High Court has already directed the CDA to implement a comprehensive, humane stray dog management policy, while the Federal Ombudsman has asked the Authority to accelerate its efforts and coordinate with the Islamabad Wildlife Management Board (IWMB).
Until sustainable measures are fully in place, residents in several areas continue to live with growing unease, urging authorities to find a balance between public safety and animal welfare.
