Kanungo removed from service for manipulating revenue records in Tank

TANK, Oct 06 (APP):The Deputy Commissioner Tank, Tanwir Khan Khattak, has removed a revenue official from service after he was found guilty of manipulating and forging revenue records in violation of official procedures.
According to an official order issued by the DC, Kanungo Israr Shah, BS-11 at the DC Office Tank, was removed from service under the Khyber Pakhtunkhwa Government Servants (Efficiency & Discipline) Rules, 2011, following a detailed inquiry that established his involvement in malpractice and corruption.
The disciplinary action stems from a judgment dated July 2025, passed by the Member-II, Board of Revenue, Khyber Pakhtunkhwa, in Revision Petition titled Dalil Shah & Others vs. Miram Shah & Others, which directed correction of the manipulated record and an inquiry into the officials involved in tampering.
Subsequently, a fact-finding inquiry was initiated, with Muhammad Yousaf, Additional Deputy Commissioner (Finance & Planning), Tank, appointed as the Inquiry Officer. His report led to the initiation of formal disciplinary proceedings against the accused official.
Later, a formal inquiry was conducted under the supervision of the Secretary to the Commissioner, DI Khan Division. The inquiry confirmed that Israr Shah had manipulated and forged revenue documents, a fact further substantiated by the Forensic Science Laboratory (FSL) Report.
A show-cause notice was issued to the accused on September 2, 2025, under Rule 14(4) of the Efficiency & Discipline Rules, and he was also provided an opportunity for a personal hearing.
After careful examination of the inquiry reports and relevant documents, the competent authority concluded that the accused was guilty of misconduct and corruption under Rule 3 of the said Rules.
Consequently, the Deputy Commissioner Tank ordered his removal from service with immediate effect under Rule 4(1)(b)(iv) of the Khyber Pakhtunkhwa Government Servants (E&D) Rules, 2011.
It is worth mentioning that the manipulation of the revenue record by Kanungo Israr Shah had grave consequences as two persons lost their lives, three others were injured, and eight individuals were imprisoned as a result of his actions.
It may also be recalled that Israr Shah was convicted by the Anti-Corruption Establishment in 2014 in a fake intiqal (land transfer) case involving a widow and then was reinstated after dialogue (Sullah) between families.
