The MoU was signed during the official two-day visit of Pakistan’s Deputy Prime Minister and Foreign Minister Senator Muhammad Ishaq Dar to Dhaka on 23-24 August 2025, said a press release issued here on Monday.
Major General Iftekhar Anis, DG BIISS, signed the MoU on behalf of BIISS, while Pakistan’s High Commissioner to Bangladesh Imran Haider signed it on behalf of ISSI.

Consistent with shared desire of promoting mutual understanding and people-to-people links between Pakistan and Bangladesh, the ISSI-BIISS MoU is aimed at enhancing institutionalized cooperation between the two institutes. It will facilitate establishing academic contacts and engaging in research endeavors on areas of emerging national, regional, and global issues.
The MoU envisages a detailed program of cooperation, including exchange of information, improvement of research and academic programs, and exchange of experts and researchers.
Welcoming the signing of the MoU, DG ISSI Ambassador Sohail Mahmood said that, “in essence, it [MoU] reflects a shared commitment to fostering deeper understanding, mutual dialogue, and academic and research collaboration — thus contributing to the further growth of fraternal ties between Pakistan and Bangladesh.”
