Senate Chairman Gilani refers five bills for review, defers two

ISLAMABAD, Jul 21 (APP): Chairman Senate, Syed Yousaf Raza Gilani on Monday referred five legislative bills to relevant committees for detailed examination and fine-tuning, aiming to ensure thorough vetting before formal debate and passage.
Meanwhile, two bills were deferred owing to various procedural and contextual considerations.
 Among the referred bills are the Provincial Motor Vehicles (Amendment) Bill, 2025, the Cannabis Control and Regulatory Authority (Amendment) Bill, 2025, the Drug Regulatory Authority of Pakistan (Amendment) Bill, 2025, the National Vocational and Technical Training Commission (Amendment) Bill, 2025 and the Social Media (Age-Restricted Users) Bill, 2025, while two bills were deferred during the proceedings.
The bills were moved by Senators Sarmad Ali, Dr. Afnan Ullah Khan, Dr. Zarqa Suharwardy Taimur, Fawzia Arshad, and Syed Masroor Ahsan in the House.
The House granted leave to introduce the Provincial Motor Vehicles (Amendment) Bill, 2025, which aims to modernize the regulatory framework for motor vehicles and enhance road safety measures under the 1965 Ordinance.
The Cannabis Control and Regulatory Authority (Amendment) Bill, 2025 seeks to improve oversight, streamline licensing procedures, and enhance research mechanisms under the existing 2024 Act.
The Drug Regulatory Authority of Pakistan (Amendment) Bill, 2025 was introduced to strengthen institutional capacity, streamline approval processes, and ensure quality control in line with global pharmaceutical standards.
The National Vocational and Technical Training Commission (Amendment) Bill, 2025 proposes reforms to empower NAVTTC through flexible decision-making powers and expanded collaboration with international institutions in skills development.
The Social Media (Age-Restricted Users) Bill, 2025, jointly moved by Senators Syed Masroor Ahsan and Sarmad Ali, aims to establish a framework to regulate access of underage users to digital platforms, ensuring safe and responsible internet usage.
The House referred all five introduced bills to the relevant standing committees of the Senate for further consideration, while two other bills were deferred.
