ISLAMABAD, Apr 23 (APP):Pakistan Railways has invited Expression of Interest (EoI) to provide quality food at affordable prices to passengers of non-stop VVIP train Sir Syed Express which is likely to be inaugurated soon.
Sealed tenders have already been invited from registered national and international firms, hotels and food outlets for the purpose, an official in the Ministry of Railways told APP.
He said the interested parties may apply either for one train only or both Sir Syed Express and Jinnah Express. The successful caterer will be required to provide the services among other things specified in detail in the bid documents.
The services including breakfast, lunch, dinner, sweet dish, utility pack, insecticide & air freshening, evening tea with snacks, water dispenser, janitorial service, standard bedding and wi-fi, he added.
The official said the successful bidder would not charge any amount from passengers in return for the provision of the above mentioned services during traveling.
He said that Pakistan Railways would pay the successful caterer on monthly basis for providing these services to passengers in the train and the bidder would quote the amount to be charged from Railways per passenger.
The official said the quoted amount should mention in break-up and price of each item separately. Bidder should also mention quality and quantity of the food items etc.
He said the food items would be served in approved crockery by uniformed/aproned staff while keeping in view the best hygiene conditions.
The quoted price should not be unrealistic to spoil the process and such would be rejected and such party/parties would be blacklisted.
The official said the interested firms and companies could obtain the bid documents, at a cost of Rs2000 (non-refundable) for each train for licensing of kitchen portion consisting of terms and conditions, evaluation criteria and format of technical and financial proposals from the office of the Deputy Chief Commercial Manager/ Marketing during office hours.
He said that selection of firms would be carried out as per Public Procurement Regulatory Authority (PPRA) rules. Competitive bidding would be conducted in accordance with the “single stage two envelopes” bidding process.
The bids would be evaluated on a formula of 60:40 for technical and financial proposals, respectively.
Sealed technical proposals and financial bids in separate envelopes in a single package (for licensing) must reach to the Pakistan Railways Headquarters by May 7, he added.
He said that all technical proposals would be opened at Pakistan Railways Headquarters Office, Lahore on May 7 at 11:30 am in the presence of bidders or their representatives who may choose to be present.
