Capital to have 3 new 500-bed hospitals: Senate told

ISLAMABAD Nov 22 (APP): National Assembly was informed Tuesday that  administration of Pakistan Institute of Medical Sciences (PIMS) is being segregated from the Shaheed Zulfiqar Ali Bhutto Medical University.

Minister of State for Capital Administration and Development Division
(CADD) Dr Tariq Fazal Chauhdry informed the House that a summary for segregation has been approved by the Prime Minister and sent to Law division of required amendments in the Zulfiqar Ali Bhutto University Act 2013.

Once the Law division completes working on this summary and propose
necessary amendment, a bill will be moved to House for changing the existing law, the minister said speaking on an amendment bill regarding affiliating colleges in the provinces with the ZAB Medical University.

MNA Nasir Khan Khattak had moved this bill to the House seeking that
medical colleges in provinces must also be facilitated with provision of affiliating with this university. But, during the course of discussion, the matter surfaced that PIMS was not being run in a proper manner by administration of ZAB Medical University.

The minister explained that keeping in view the complaints from
different quarters, the ministry had already moved a summary to the Prime Minister that has been approved for required legislation.

Replying to various questions by members, the minister said, after 18th
amendment the administration of PIMS was assigned to CADD but thousands employees of PIMS had reservation on converting the hospital into a university. Moreover, there were certain problems in managing administration of both the PIMS and University.

Therefore, we have decided to segregate PIMS administration from
university administration. However, PIMS will continue to function as a teaching hospital.

He said under the new proposal PIMS would be headed by an Executive
Director while the University affairs would continued to be looked after by the Vice Chancellor.

The minister also rejected the notion that any illegal construction or
land mafia was active on PIMS land. Other than construction of Burn Center, Mother Child Healthcare Center, Pathology Center and new emergency, no illegal construction activity was carried out on the hospital land.”

About affiliation of colleges, the minister said, all colleges in
provinces are affiliated to respective provincial universities and if any college requires affiliation with ZAB Medical University, it will have to first seek NoC from the university of affiliation.
